Yes, when you use the voucher in the IKEA store of a country that has another currency than Euro (EUR) a conversion fee of 3% will be applied. 

Be advised that gift cards bought for the following countries cannot be converted to other currencies: Germany, UAE, Kuwait, Serbia, China, Lithuania, Singapore, Cyprus, Malaysia, Greece, Morocco, Taiwan, Hong Kong, Puerto Rico, Thailand, Iceland, Romania, Turkey, India, Saudi Arabia, Israel and South Korea.
